China RoHS Directive (Management Measures for Prevention of Pollution in Electronic Information Products Production)

What are the administrative measures for the prevention and control of pollution in the production of electronic information products?

This is a Chinese regulation regarding the restriction on the use of certain hazardous substances in electronic and electrical equipment. It was promulgated on February 28, 2006 and its first phase entered into force on March 1, 2007. It is commonly called the China RoHS Directive because it regulates the same substances with the same standard values as the RoHS Directive enforced by the European Union (EU). Regulations will be implemented in stages, with the first and second steps.
It was revised in July 2016 and became the Control Measures for Restricting the Use of Hazardous Substances in Electrical and Electronic Products.

Main differences before and after the revision of China RoHS

Name Administrative Measures for Controlling Pollution in the Production of Electronic Information Products (Before Amendment) Control Measures for Restriction of Use of Hazardous Substances in Electrical and Electronic Products (After Amendment)

Target product

Electronic information products manufactured, sold or imported in China
(Including parts, materials, production equipment, etc.)

Electrical and electronic products produced, sold and imported in China
(Products and accessories whose rated voltage does not exceed 1,500 V DC/1,000 V AC)

Target substances and regulation values
(concentration in homogeneous material)

Lead, mercury, hexavalent chromium, PBB, PBDE: 1000ppm
Cadmium: 100ppm

No change

Enforcement date

March 1, 2007

July 1, 2016

Regulation method

Two-step regulation

Two-stage regulation (partial content change)

First step

Pollution control display
Conducted according to SJ/T11364-2006

Hazardous Substance Restriction Label

According to SJ/T11364-2014, but the sign mark design is equivalent

In the case of containing the target substance, there is a partial change in the table that indicates the presence or absence of the substance

Second step

Key control list and CCC certification
(Substantially unimplemented as the product inventory was not enacted)

Achievement management list and acceptance judgment system
(As of the end of May 2016, the contents of the list and the method of passing grades have not been disclosed.)
